I LIVE IN SAN DIEGO AND I NEED LEGAL ADVICE?

I rent an aprtment in San Diego CA and there are maggots crawling out of the trash can i told my lanlord and says thats not his problem i wan to know if i can call the goverment of the city or the health services so they can take actions or something or what do i do???????????????????
